She expected the Fed's interest rate hikes would be "well under way".

According to forecasts by Fed officials in March, the central bank will raise interest rates twice for this year after its hike in March. Market analysts widely expected the central bank to move up interest rate as soon as in June.

Brainard also expressed her support to reduce the central bank's 4.5-trillion-U.S. dollar balance sheet. "If the economy evolves in line with the March Summary of Economic Projections (SEP) median path, normalization of the federal funds rate is likely to be well underway before too long, setting the stage for a gradual and predictable running off of the balance sheet," said Brainard.

KHARTOUM， May 3 (Xinhua) -- The Sudanese authorities on Tuesday issued a warning against a heat wave that hit the capital Khartoum with temperature above 43 degrees Celsius.

The Meteorological Authority in Khartoum issued a warning for the citizens against exposure to sun rays.

The authority further reiterated that the temperature in the Sudanese capital Khartoum registered 43 degrees on Monday afternoon and 31 degrees on Tuesday morning.

The authority's spokesman Nour Al-Balad Mahmoud said the current May and coming June are the months with the highest temperature in Sudan as the sun rays are perpendicular to the Tropic of Cancer and thus to Sudan region.

He stressed the importance for the citizens not to be exposed to sun rays during those periods to avoid sun strokes， urging the citizens to work to reduce the temperature by wearing light color dresses， using umbrellas and drinking enough water for the safety of their health.

He recommended that children must put on their shoes and be avoided of crowded places， urging for running the cooling machines and ventilators in public transport vehicles.

The heat wave coincides with repeated power cuts in most areas of Khartoum at a time when the electricity authorities said the power cuts were programmed due to shortage in electricity generating.

According to the Sudanese Ministry of Electricity and Dams， the country's need of electricity is estimated at about 800 megawatts， while what is currently available is only 500 megawatts.

JUBA, Aug. 22 (Xinhua) -- International medical charity, Medecins Sans Frontieres (MSF) on Tuesday called on the armed actors in the South Sudan conflict to end attacks on civilians and looting of humanitarian facilities.

Joanne Liu, international president of MSF told reporters in Juba that the organization has witnessed increased destruction of property, looting of health facilities and violence against civilians in the last 18 months.

Liu, who visited several MSF-operated medical facilities in the East African nation, said she was appalled by the ongoing level of property destruction and suffering inflicted on the people of Wau Shilluk, an area north of the country.

The head of the medical charity said she witnessed complete destruction and looting of Wau Shiluk area, with a 30 beds-medical facility it operated razed to the ground.

She said the destruction reflects the hardship and disastrous lifestyle of the people who fled their homes with nothing.

"What is going on in South Sudan is not sparing the civilians and the civilian's structure. Over the last 18 months, 24 facilities of MSF were attacked. For me this is a reflection of the violence that is happening and what it does is the biggest consequences depriving people of access to health care when they need it the most," Liu said.

"People must be allowed to have access to health access and lifesaving services and assistance. Medical facilities must be protected. In the conflict all parties must refrain from looting and damaging medical facilities because that is the lifeline in conflict zones," she added.

According to the UN, South Sudan has become a hostile environment for aid workers. Since the outbreak of civil war in December 2013, at least 82 aid workers have been killed, including 15 this year alone.

It said most of the victims are South Sudanese nationals, with more missing or in detention, and aid workers have routinely been subject to harassment and intimidation.

Nearly 630 humanitarian access incidents have been reported since January including attacks on humanitarian compounds, looting aid supplies and convoys across the country.

In July alone, 15 incidents of looting were reported across the country.

Of particular concern were the six major incidents in which warehouses and trucks in transit were looted, leading to the loss of 670 tonnes of food aid in Eastern Equatoria, Lakes, Upper Nile and Warrap states.

Under international humanitarian law, intentional attacks against humanitarian relief personnel may constitute war crimes.

South Sudan has been embroiled in more than three years of conflict that has have taken a devastating toll on the people of South Sudan.

The peace pact signed in Addis Ababa in 2015 under intense international pressure was shattered again following renewed violence between rival government and opposition troops in the capital Juba in July 2016.

The conflict has since spread to other regions which enjoyed relative peace, causing mass displacement of least 3.5 million people from their homes, ethnic polarization and tribal violence that has killed tens of thousands of people.

BARCELONA, Aug. 22 (Xinhua) -- Spanish police on Monday confirmed that the 12-member terrorist cell behind the attacks in Barcelona and Cambrils which left 15 people dead has been dismantled with four terrorists arrested and eight killed.

Catalonia police made the announcement at a press conference Monday evening after they shot and killed Younes Abouyaaqoub, the suspected driver of Thursday's deadly Barcelona van.

Chinese auto information website operator Bitauto Holdings Ltd said JD Inc and Tencent Holdings Ltd would invest about $1.3 billion in the company.

E-commerce company JD and Tencent, best known for its communications app WeChat, will also invest a total of $250 million in Bitauto unit YiXin Capital Ltd.

"The three companies will work together to provide enhanced online automotive transaction services to car buyers across China," Bitauto said.

The two companies will invest about $1.15 billion in new shares priced at $73.31 each. Each share represents one ADR.

JD, China's No 2 e-commerce company after Alibaba Group Holding Ltd, will invest $400 million in cash and about $750 million in resources to Bitauto, whose sites offer sales data and other information on new and used vehicles as well as customer reviews. Tencent will pay $150 million for its shares.

Tencent and JD will buy YiXin Capital series A preferred shares for $150 million and $100 million respectively.

JD and Tencent will hold 25 percent and 3.3 percent of Bitauto's outstanding shares respectively after the deal closes in the first half of 2015. JD will also get one seat on Bitauto's board.

The two companies will hold 17.7 percent and 26.6 percent of YiXin Capital respectively.

Online shopping is now a way of life for millions in China and they are buying ever-larger and more expensive items - sometimes even cars.

During the nation's busiest online shopping period of the year, the heavily promoted Singles' Day on Nov 11, auto portal bitauto received 15,796 orders with a combined retail value of 1.87 billion yuan ($305 million).

On the same day, autohome recorded 37,117 orders worth over 6 billion yuan, more than double the orders it received on the same day in 2013.

Alibaba Group Holding Ltd has not released figures on auto sales, but its Taobao and Tmall portals had combined overall revenues of 57.1 billion yuan on the day.

But despite the enthusiasm, some question whether the numbers measure online auto sales or advertising. Even online buyers negotiate, pay and take possession of their cars at traditional brick-and-mortar stores.

But whatever the terminology, auto dealers did attract more potential customers on the day.

A total of 7,352 dealers in 368 cities participated in bitauto's sales campaign and many said they had more visitors.

"The biggest advantage of online platforms lies in attracting potential customers," Chen Hongsheng, a senior sales manager at automaker Zhejiang Geely Holding Group, told Tencent. He said Geely's online shops have tens of thousands of visitors each day while each of its brick-and-mortar shops attracts some 50 visitors daily.

"At the current stage, the main purpose of online shops is to attract potential customers."

Experts said another major purpose to go online is brand building, an approach used by Tesla when it announced in late October it would take online orders at Tmall.

Jack Huang, associate partner at OC&C Strategy Consultants Greater China, said it is a smart move by Tesla because it positions the brand as customer-centric, progressive and technology driven. "By launching on Tmall, Tesla is playing up to the brand's image of transparency as well as the company's direct-to-consumer approach."

But Michael Ning, vice-president for corporate communications at Volvo Car China, said the dealership experience is still essential to car buyers.

"Few customers would be willing to buy a new vehicle online without touching it," said Ning.

He said buying a car is not like buying a book, so customers want to see, touch, drive and get their family's approval on the selection - all processes require a physical location.

Nicholas Speeks, president and CEO of Beijing Mercedes-Benz Sales Service Co Ltd, said online sales have a long way to go before they are truly significant in the market.

He said Benz websites have many registered users "but they seldom pay deposits online because they want to test drive and experience our models in traditional stores".
