Hamilton County prosecutors said Irsay was charged with operating a vehicle while intoxicated and operating a vehicle with a schedule I or II controlled substance or its metabolite in the body, which carry maximum penalties of 60 days in jail and $500 fines for each count. A probable cause affidavit said Irsay was driving under the influence of oxycodone and/or hydrocodone, both powerful painkillers. Irsay was arrested near his home at about 3 a.m. on March 16 with $29,000 in cash and bottles of prescription drugs in his vehicle. Police said Irsay denied being drunk and told an officer he had taken several prescription medications during the day. A police report said the 54-year-old billionaire was so disoriented that officers made him sit on the hood of a patrol car to keep him from falling, and that he had trouble reciting the alphabet. Police had filed four preliminary felony counts of possession of a controlled substance, charges that each carried possible sentences of six months to three years in prison. Prosecutors took weeks before deciding to file the misdemeanour charges instead. The Indianapolis law office representing Irsay, Voyles, Zahn & Paul, released a statement thanking the prosecutors office for its professionalism in handing the investigation and "for devoting the necessary care and attention to determine the facts in this matter did not warrant the filing of felony charges relative to Mr. Irsays prescription medications." Colts spokesman Avis Roper declined immediate comment. NFL spokesman Greg Aiello said the league is still reviewing the matter. "The NFLs Personal Conduct Policy applies to all league personnel and holds all of us accountable. Irsay resumed his duties with the Colts at the NFL draft earlier this month and earlier this week he made the unsuccessful personal pitch to his fellow owners on behalf of Indianapolis bid to host the 2018 Super Bowl. Irsay became the Colts owner in 1997 after the death of his father, Robert Irsay, and a lengthy legal battle with his fathers second wife. Forbes magazine has estimated Irsays net worth at $1.6 billion. He has helped build the Colts into a top NFL team over the past decade behind quarterback Peyton Manning, now with Denver, and was a key player in the drive to bring the Super Bowl to Indianapolis two years ago. Straily pitched seven scoreless innings to lead the Oakland Athletics to a 2-1 victory over the Houston Astros. Yoenis Cespedes and Jed Lowrie homered as the As won for the seventh time in nine games to remain on top of the AL West. They began the day with a half-game lead over Texas. "I guess its a good thing when you have to ride the bike after the game," Straily said. "I had good fastball command and it helped set up my other pitches." Straily (9-7) allowed two hits, struck out seven and walked one in his third consecutive victory. The right-hander has a 1.50 ERA over 18 innings during his winning streak. Dan Otero allowed a run in the eighth, but Sean Doolittle got four outs for his first save in four chances, completing the five-hitter. "That was awesome," Doolittle said of Straily. "He was in control all day long. That was a really big start. It was only a one-run lead but it kind of seemed like the game was in hand with him on the mound." Doolittle said he was a little more ramped up for his second career save as well. "Its a different beast going out there for the save," he said. "That was a rush for sure." The goal was to rattle the St. Louis rookie, remind him that 22-year-old pitchers arent built to withstand the pressure of an elimination game. One problem. Wacha doesnt really do rattled. He doesnt do pressure, either. The louder PNC Park grew, the more unhittable Wacha became. "I kind of like it," Wacha said. "It kind of gives me adrenalin. I kind of use it in my favour." And the Pittsburgh Pirates -- not to mention anyone else he might face in the post-season -- "kind of" need to get used to it. Wacha took a no-hit bid into the eighth inning and the Cardinals showed off their October poise, edging the Pirates 2-1 Monday to force a winner-take-all Game 5 in the NL division series. St. Louis is 7-1 over the last three years with its season on the line. "I think you take high talent and high character people that are motivated and support each other, and they dont give up," Cardinals manager Mike Matheny said. "Thats a tough combination." One the Pirates are still trying to master. Pedro Alvarez hit his third home run of the series, connecting with one out in the eighth for Pittsburghs only hit in Game 4. Mixing his fastball and changeup masterfully, Wacha overwhelmed the Pirates from the moment he stepped onto the mound. Alvarez got the fans at PNC Park roaring with his homer, and Wacha followed by walking Martin on four pitches. Carlos Martinez relieved and Gold Glove catcher Yadier Molina made a key play, throwing out pinch-runner Josh Harrison after a botched hit-and-run attempt. Martinez struck out Jose Tabata to end the eighth, and Rosenthal took over to begin the ninth. Neil Walker drew a two-out walk before McCutchen made the final out. On Thursday, the court issued a ruling quashing an arbitrators decision in June that Williamss contract with the Hamilton Tiger-Cats was binding even though the club violated the CFLs collective bargaining agreement with the CFLPA. "It is the position of the CFLPA that Chris Williams is now a free agent and able to sign a contract in the NFL or another CFL club," the union said in a statement. Dan Vertlieb, Williams agent, didnt immediately respond to an email request for comment from The Canadian Press. Williams, 25, the CFLs top special-teams player last season, went to arbitration asking to be released from the final year of his contract with Hamilton to reportedly pursue NFL offers. In June, arbitrator E.E. Palmer found the Ticats violated the CBA by negotiating with an unregistered agent but said the penalty was a fine and not the termination of the contract. However, the Ticats werent fined because the CFLPA did not request one be imposed. Palmer also found Hamilton had picked up the option on Williamss contract last October in accordance to the CBA but didnt use the exact language surrounding the renewal as laid out in the agreement. But he also ruled that wasnt enough to null the agreement. Both the Ticats and CFL said theyll appeal Thursdays ruling. The CFL informed all NFL teams on that Williams remains the property of the Tiger-Cats. "We plan to appeal todays decision in the Chris Williams case to the Court of Appeal," the CFL said in a statement. "Until that appeal is exhausted, our position is that Williams remains under contract to the Tiger-Cats." Added the Ticats: "Our position remains that Williams is under a legal and binding contract with the Tiger-Cats. We have faith that the outcome of our appeal will validate that position. We plan no further comment at this time as the matter remains before the courts." Williamss bitter contract dispute with the Ticats has spilled over into the start of the regular season as the star receiver has yet to report to the CFL club. That pales in comparison to both the NFLs minimum salary, which is US$405,000 this year, or the roughly US$90,000 players south of the border can earn annually on the practice roster. Williams had a Ticats-record 17 TDs last season, including a CFL record six on kick returns. The five-foot-eight, 175-pound Williams was named the CFLs top rookie in 2011 after registering 70 receptions for 1,064 yards and six TDs. He also had 12 kickoff returns for 252 yards and a touchdown while returning 12 punts for 81 yards. Williams was even better last season, with 83 catches for 1,298 yards and 11 TDs. He also led the CFL in punt returns with 78 for 1,117 yards and five touchdowns while adding five missed field goal returns for 256 yards and a TD. Williams played his college football at New Mexico State and joined the NFLs Miami Dolphins as an undrafted free agent in 2009 but was released with an injury settlement prior to the start of the season. Still a work in progress. 3. CHRIS PAUL (Clippers): Its a bit chilly and rain is in the forecast here for later today in L.A. Rather this than snow and freezing temperatures. News that warmed me up today was the fact that the All-Star point guard wont make his return from injury until Sunday so the Raptors catch a break not seeing him. But it will still be a very difficult game to win for Toronto here on Friday. It will be great for Paul to get on the court this weekend and play next weekend at his first professional stop (New Orleans) in the All-Star Game. Good for the sport. Terrific player and class act. 4. RAPTORS at KINGS: It was the fourth time in the last few weeks (Celtics, Lakers, Bobcats) that the Raptors played down to their competition and "Played the Record". I felt for Dwane Casey on Thursday night - he tried everything to get his team going with little success. Im sorry but this team isnt good enough to overlook anyone. Totally got outplayed and didnt deserve to win. Winning teams have real good habits. This team still floats big time with its focus. Its easy to get up for the name teams but as usual guys get it backwards. Its really hard to win those games. Play really hard against the teams you can beat and youll have a really nice season and then steal the occasional game when you play a team thats in the upper class. Tough lessons to learn. Time they actually learn the lesson and do something about it. You want the third our fourth seed and home court in the first round of the Playoffs? Punch the clock, bring the lunch bucket and hard hat and compete like crazy. You do that - youll have success. Time to grow up a bit. I have no issues with losing if you lay it all on the line to the best of your ability and the other guy happens to be better that night - that happens. Shake his hand and hold your head high and get ready for the next one. Stop teasing folks. This team is good enough and has good people on it - theyll figure it out. 5. TOM THIBODEAU (Bulls): I like what he said recently about playing time. Hes the boss and he and only he will determine who gets the privilege that you have to EARN to play and finish games. Carlos Boozer is upset with his fourth quarter role of late. I have a suggestion - play really hard and well and guess what? Youll play and finish games. Coaches want to and have to win. Its your job to please your coach, not the other way around. A coachs ultimate loyalty has to be to winning and team. Nothing else comes close. Thats what David Moyes managed to achieve at Manchester United -- and there was only going to be one outcome. Overwhelmed by the giant task of replacing Alex Ferguson, Britains greatest ever manager, Moyes was fired by United on Tuesday after exhausting the patience and losing the support of the clubs American owners, the Glazer family. The 50-year-old Scot was less than a season into a six-year contract but the Glazers had seen enough. So, too, had most of Uniteds fans and most likely its slew of big sponsors, with the team languishing in seventh place in the Premier League and guaranteed to miss out on Champions League qualification for the first time in 19 years. Thats unacceptable for a club that expects to win trophies year in and year out. Exactly a year after clinching a record-extending 20th English championship, United dismissed Moyes during a meeting at its training ground in the morning. The news was released in a terse, two-line statement on the clubs website -- a far cry from the fanfare of Moyes hiring last summer. "Manchester United has announced that David Moyes has left the club," the statement said. "The club would like to place on record its thanks for the hard work, honesty and integrity he brought to the role." In the 27-year, trophy-laden tenure of Ferguson, United stood out as a pillar of stability, continuity and patience. No more. Moyes, hand-picked by Ferguson, was unable to replicate the success of his countryman or even come close. Ryan Giggs, a club great who was on Moyes coaching staff and is still a member of the playing squad at the age of 40, will take temporary control until a permanent replacement is found. The 40-year-old Welsh midfielder, who came up through the United youth ranks alongside David Beckham, has spent 23 years at Old Trafford. He has won every trophy in the game at club level, making him Uniteds most decorated player. Louis van Gaal, who will leave his position as Netherlands coach after the World Cup in Brazil and has previously coached Barcelona and Bayern Munich, is the favourite to succeed Moyes on a full-time basis. A person with knowledge of the situation at United said the club would be seeking an experienced manager and a short list was being put together with a view toward an appointment being made quickly. Giggs was not being considered for the full-time position. The person spoke on condition of anonymity because the club was yet to announce the moves. A surprise choice to many because of his lack of top-level experience, Moyes was hired by United after 11 relatively successful years at fellow Premier League team Everton. He failed to cope with the enormity of taking one of the most coveted jobs in the sport. United is 23 points behind leader Liverpool and has slumped to a string of humiliating losses, including home and away to fierce rivals Liverpool and Manchester City. Moyes hoped hed be given at least a second season to turn things around, just as Ferguson was given time after a slow start to his reign. United is one of the sports worlds most lucrative brands -- it brought in 363.2 million pounds ($610 million) in revenue last season -- but the lack of Champions League action next season will dent income streams. The Glazers likely would have been concerned that next seasons exile from Europes top club competition may have dragged on for years at a time when player costs are high and interest payments on the clubs debts are a real burden. Big United sponsors, such as Nike, may have become restless. "Clearly Nike and other sponsors are paying for one of the best and most recognized football brands in the world -- not one that cannot even make the Champions League," said Louise Cooper, an independent financial analyst in London. "The financials ensured that Moyes was not given the time to perform." Investors appeared to welcome the news, sending Uniteds share price up 5 per cent in early New York trading to $18.60 -- the highest level since the final days of Fergusons reign. Such is Uniteds decline that the worlds top players are unlikely to want to move to Old Trafford without the pull of the Champions League. With four matches left in the Premier League, qualification for the second-tier Europa League is also looking unlikely. Giggs has long been regarded as a future United manager, having established himself among Uniteds greats by winning 13 Premier Leagues, four FA Cups, three League Cups, two Champions Leagues, one UEFA Super Cup, an Intercontinental Cup and a Club World Cup as a player. United denied reports last month that Van Gaal met with a member of the Glazer family, but the Dutchman will be free in the summer. He was dealt to the Senators along with goaltender Damian Rhodes for goalie Don Beaupre, forward Martin Straka and the rights to defenceman Bryan Berard on Jan, 23, 1996. Redden played in all 82 games as a rookie with Ottawa in the 1996-97 season, scoring six goals and adding 24 assists. In 2001-02, he had 34 points, a plus-22 rating and played in the all-star game. The following season, Redden had 45 points and averaged a career-high in ice-time at 25:24. In 2003-04, he set a career-high in goals with 17 and was selected to his second career all-star game but did not play due to an illness. After playing the first 11 seasons of his NHL career in the nations capital, the New York Rangers signed Redden to a US$39-million, six-year contract on July 1, 2008. Reddens play began to decline after signing the contract, and the Rangers placed him on waivers before the 2010-11 season in an effort to fit under the salary cap. Redden never played another game for the team, spending two seasons with their AHL affiliate before the Rangers used a compliance buyout on his contract. Toronto was reduced to 10 men in the 86th minute when Caldwell was shown a red card for a studs-up tackle on Josh Gardner. "No intent or anything malicious about it, its just the way the game was, and the type of conditions it was, sometimes you go in for challenges that arent ideal and I felt we both went in with our studs," said Caldwell. He chalked up the calls to a "lack of experience from the referee, and a lack of empathy for the conditions." Toronto was missing several key players including midfielder Jonathan Osorio, who was serving the first of a two-game suspension for kicking the ball at an opponents head in Torontos 2-0 loss at New York last week. Osorio booted the ball directly to the side of the head of Red Bulls defender Kosuke Kimura, who had fallen to the ground. Kimura was not injured on the play.
